2006:
This year’s summit theme... Mobilizing for the Future: The Bond and Beyond will directly involve participants in efforts to improve the housing conditions of Rural Californians during difficult times.
In 2005, CCRH successfully achieved legislation preventing rural water and sewer districts from denying services for affordable housing. We also played a lead role in efforts to identify a dedicated source of revenue for a State housing trust fund, gain prevailing wage reform, promote smart growth, preserve at-risk housing, bridge the rural digital divide, and train a new generation of affordable housing developers. In 2006, CCRH was able, together with other advocates, to convince the State Legislature and Governor to place a $2.85 million bond initiative for housing on the November 2006 ballot, the Housing and Emergency Shelter Trust Fund Act or Proposition 1C. If approved by the voters, Prop 1C will provide a critical infusion of new State funding for first-time homebuyers, renters, farm workers, and others.
Via small-group discussions, attendees will formulate a unified agenda to guide rural housing providers and advocates through the remainder of 2006 and in 2007. In doing so, we will be helping to ensure that our recent victories in winning supportive policies and programs and opportunities for rural housing improvement will continue into the future.
Keynoting the Summit will be three excellent speakers and activists. Julie Spezia, Executive Director, Housing California, will discuss the Prop 1C campaign and the longer-term goal of creating a permanent source in a State Housing Trust Fund. Linda Couch, Deputy Director, National Low-Income Housing Coalition, will discuss national efforts to pass a National Housing Trust Fund and protect existing financing programs. And, Jim Richardson, Executive Director, National Rural Funders Collaborative, will discuss the efforts of private philanthropies to support rural housing and community development.
