Jocelyn Borrayo Baltazar
Technical Assistance Program Manager

Jocelyn is responsible for supporting CCRH's technical assistance and capacity building work statewide. Jocelyn started with CCRH in June of 2023 as an Associate Leadership Development Program Manager, where she supported the organization’s Diversity Internship Program, which attracts, trains, and retains Black, Indigenous, and People of Color in the rural California affordable housing development field. Jocelyn made a lateral move to the Technical Assistance team in June of 2024. 

 

Jocelyn holds a bachelor's degree in Sociology from California State University, Long Beach (CSULB) and a Master's Degree in Urban and Regional Planning from the University of California Los Angeles (UCLA). During her time at UCLA Jocelyn focused on Housing and Economic Development as she is passionate about affordable housing, economic justice, and planning more sustainable cities focused on human interaction. Jocelyn worked with the Florence-Firestone Community Organization as her Capstone Project to support them in developing a Strategic Plan for their Community Based Planning organization based in Praxis. Prior to UCLA Jocelyn worked in the Mental Health field as a case manager having experience with affordable housing intake applications and supportive services across Los Angeles.
